Vic: Burnley tunnel open, City Link complete = 2

On the subject of tolls, Mr Edwards said "new products" were being considered, but
he would not commit to the off-peak discounts called for yesterday by the state's peak
motoring body, the RACV.

The RACV said its research had shown peak travel times would be cut by up to 38 minutes,
but off-peak times would only be about 10 minutes better than if non-toll roads were used.

Many motorists would not be able to justify the $3.71 toll for the limited time savings
during off-peak times, the RACV said.

The RACV's travel time estimates were based on a speed limit of 80kph.

While the tunnel opened today with a 60kph limit, Mr Edwards said that would be increased
to 80kph once motorists got used to driving through the long tunnel.
